[ARCHIVED] Public Input Needed on Regional Transportation Projects

Public input begins on GCLMPO's local input point assignments for regional impact projects under NCDOT's Prioritization 5.0

The Gaston-Cleveland-Lincoln Metropolitan Planning Organization (GCLMPO) is requesting public input on the next stage of developing future Regional Impact transportation projects for Gaston, Cleveland, and Lincoln Counties. The process to develop the GCLMPO’s 2020-2029 Transportation Improvement Program (TIP) is administered by the North Carolina Department of Transportation (NCDOT) and is called “Prioritization 5.0” or “P5.0”. 

Highway projects are represented on the draft list and map proposed for Regional Impact local input point assignments, and can be found on the GCLMPO website at Regional Impact highway projects consist of U.S. and North Carolina routes (i.e. US 321, US 74, NC 27, NC 16 and NC 180). Beginning in September 2018, GCLMPO will open a separate public comment period for the Division Needs projects, which include highway projects, as well as bicycle and pedestrian, transit and aviation projects.

NCDOT has scored projects submitted by MPOs, Rural Planning Organizations (RPOs) and NCDOT Divisions according to formulas established under the Strategic Transportation Investments (STI) law. GCLMPO has 1,800 local input points to allocate to projects for local prioritization in the Regional Impact tier and an additional 1,800 local input points to allocate in the Division Needs tier. The STI legislation specifies that MPOs, RPOs and NCDOT Division offices must adhere to their adopted local input point methodologies to the greatest extent possible when assigning local input points. GCLMPO’s adopted Local Input Point Methodology for P5.0 can also be found on the website.

The public comment period will conclude on Friday, June 8. The following public meetings have been scheduled to receive comments:

The Gaston-Cleveland-Lincoln MPO hereby gives public notice of its policy to uphold and assure full compliance with Title VI of the Civil Rights Act of 1964 and all related acts and statutes. Any person who believes they have been aggrieved by an unlawful discriminatory practice regarding the Gaston-Cleveland-Lincoln MPO programs has a right to file a formal complaint with the NCDOT Office of Civil Rights, Title VI Section, 1511 Mail Service Center, Raleigh, NC 27699, within one hundred and eighty (180) days following the date of the alleged discrimination occurrence.
